Balfour Beatty is a FTSE 250 international infrastructure group (£8.4bn Group total revenue - FY15) that delivers world class services essential to the development, creation and care of infrastructure assets. The Group has moved from a ‘federal model’ to a more central hub approach. Treasury is one of the ‘enabling functions’ and accordingly is integral to this change. There is a significant opportunity and requirement for the Treasury team to work closely with the business to deliver commercial advantage.

Reporting to the Group Treasurer (GT) the Assistant Treasurer will lead the operational treasury function including management of 2 FTEs. The Assistant Treasurer will deputise for the Group Treasurer as required and work closely with the UK Head of Bonds & Guarantees, who also reports to the Group Treasurer and is a key member of the core treasury team.

Key duties & responsibilities will include:

Liquidity risk management

  • Day to day management of the Group’s liquidity in accordance with borrowing requirements identified in the business plan
  • Develop the operational treasury infrastructure seeking to deliver a “best in class” approach
  • Support the Group Treasurer in evaluation of relevant financing proposals in the light of anticipated funding requirements and corporate activities

Financial risk management (FX, IR and commodities)

  • Ensure a robust hedging process with competitive pricing, timely recording and reporting and adequate segregation of duties in relation to all treasury transactions
  • Monitoring of overall positions to ensure adherence with Group Treasury Policy, business targets and counterparty limits at all times

Bank relationships

  • Support the Group Treasurer in management of banking relationships for the Group within a traditional relationship banking model
  • Develop a standardised approach to Group measurement of risk and return for banks (including the value add for banks through BB investments)

Treasury operations and cash management

  • Ensure treasury operations are efficient, subject to adequate segregation of duty and well documented; seek opportunities to reduce manual processes, increase automation and drive straight through processing
  • Provide technical advice and direction to the Cash Management team within the Group Shared Services division to optimise the cash management arrangements of the Group including monitoring the need for existing bank accounts and maintain vital information on all Group bank accounts
  • Provide 13 week forecast group cash flows on a weekly basis, producing a weekly cash and liquidity report for senior management.

Treasury reporting & systems

  • Lead the project to further develop the treasury management system (TMS) with a view to expanding its scope and reach to support cash managtement and treasury related activity
  • Liaise with FP & A function to ensure optimum interface with HFM, Oracle and other financial systems

Treasury accounting

  • Working with Group Finance and the Group Shared Services division to ensure all aspects of treasury accounting are delivered including:
    - Reporting of capital market and derivative instruments;
    - IAS 39 testing and position reporting
    - Notes to the accounts
    - IFRS 7 sensitivity analysis
