Helping Shape the ACT and Profession

Advisory panels provide support and input into important areas of the ACT, helping Council and the Executive team to deliver our strategic objectives through the expertise, market knowledge, contacts, and enthusiasm of treasurers.

Current Groups Include:

Asia Advisory Panel

Providing regional insight into the treasury landscape across Asia, helping the ACT understand local priorities, challenges, and developments.

The panel consists of treasury professionals from some of the largest and most influential organisations across the region. These volunteers dedicate their free time to supporting the development of the profession and ensuring that the ACT is supporting the local needs of the treasury and finance community.

Chair: Andrew Clark AMCT

The Asia Advisory Panel is Chaired by Andrew Clark AMCT. Andrew is an accomplished financial professional with over 30 years of experience across diverse industries, including banking, public sector, private education, and a start-up Insurtech company.

He has extensive Treasury expertise in liquidity and risk management, investment strategising, public equity, debt capital markets, and mergers and acquisitions.

He has been an Associate Member of Corporate Treasurers (AMCT) for more than 15 years and a member of the Asia Advisory panel since 2019. He holds professional qualifications in leadership and regulatory compliance.

Andrew began his career in the UK before moving to Hong Kong in early 2012 and spending close to 10 years there before moving to Singapore in 2021.

Most recently, Andrew served as the Head of Finance and Operations at Cylo Pte Ltd, an Insurtech start-up, where he played a key role in business strategy, financial planning, and governance. Before that, he was the APAC Equity Ops Project Manager at Deutsche Bank and the Group Treasury Manager at Nord Anglia Education. During his time at Nord Anglia Education, Andrew managed all aspects of their Corporate Treasury. The company grew significantly through M&A and Greenfield developments, and he was responsible for the seamless integration of acquired entities into the Group’s Cash and Liquidity arrangements. During his tenure, Andrew led various projects achieving substantial cost savings and efficiencies.

Andrew has a passion for sport, and in his own time he volunteers as a sports coach for youth Netball and Football teams. When he is not volunteering, he keeps himself fit by playing golf, football, padel, and trail running.

Middle East Advisory Panel

Bringing together regional expertise to help the ACT understand the priorities, challenges, and developments shaping treasury across the Middle East.

ACT Treasury Network Middle East Advisory Panel was developed to provide the ACT team with on-the-ground intelligence and guidance. The panel consists of treasury professionals from some of the largest and most influential organisations across the GCC.

These volunteers dedicate their free time to supporting the development of the profession and ensure that the ACT is supporting the local needs of the treasury and finance community.

Chair: James Adams FCT, Group Treasurer, Chalhoub Group

James is the Group Treasurer at Chalhoub Group; a leading partner for luxury across the Middle East, expert in retail, distribution and communication. He is responsible for all aspects of treasury and has recently led several projects to establish the new function within the firm.

Prior to joining Chalhoub in 2014, James was a senior manager in the Deloitte Treasury Advisory team based in London. He has worked with group treasurers and CFOs at a variety of companies in the UK, Europe, Middle East, North America, Russia and Asia.

His particular areas of interest are treasury systems, risk management and treasury strategy. James is a Fellow of the ACT and a Chartered Management Accountant. He studied at Royal Holloway, University of London, where he completed a BSc in Economics and MSc in Financial and Industrial Economics.

Honorary Chair and Lifetime Patron: Matthew Hurn FCT, Chief Financial Officer, Alternative Investments & Infrastructure, Mubadala Investment Company

Matthew is the Head of Finance for the Group’s Emerging Sectors platform, which incorporates Mubadala interests in Real Estate and Infrastructure, healthcare, Mubadala Capital and Enterprise Technology and Services. Prior to this, Matthew was the Group Treasurer with responsibility for treasury, financial risk management and insurance.

Prior to joining Mubadala, Matthew was the Group Treasurer of DSG International (formerly Dixons Group), where he was instrumental in developing the company’s treasury framework and strategy to accommodate its overseas expansion into 28 countries.

Matthew has worked extensively in the treasury industry for over 20 years in both the public and private sectors. His previous treasury experience also includes several years at Otis, with responsibility for the UK treasury operations of United Technologies Corporation, a Fortune 500 company.

Policy and Technical Advisory Panel

Adding value to the ACT by giving its experience and insight to enhance the strategic thinking of the organisation.

Formed of a cross-section of individuals from treasury, stakeholder-type organisations (regulatory, banks), government and professional (finance, education, digital), the Panel gives an external perspective in its advice and challenge to management, generating new ideas, and some blue sky thinking.

Tomorrow’s Treasurers

Tomorrow's Treasurers objectives

The group is designed to engage with younger treasury professionals, to provide support in networking, career development and thought leadership and to promote the ACT through building a strong and sustainable relationship.

We will endeavour to create a dynamic and fruitful debate in three ways:

face-to-face networking and events
LinkedIn group promoting news, articles and views from the group
online round table discussions and webinars discussing current topics and areas of interest.

UK Advisory Panel

Providing input and feedback on matters related to membership of the ACT and the treasury networks.

Chaired by Bob Williams, the ACT UK Advisory Panel provides input and feedback on matters related to membership of the ACT and the treasury networks.

The panel consists of treasury professionals from across all the categories of membership and from the different sectors our membership represents.

These volunteers provide an essential voice on behalf of our members based in the UK.

For individuals, these groups provide a way to get involved, give something back to the profession, develop their own personal networks, and participation is a rich source of CPD.

They also provide a pipeline of talented members for potential future Council membership.

For the ACT, the most important function of these groups is their representative role, providing insight and understanding of the profession, and a means to gather a range of views and feedback from the wider membership.

Membership of these groups is drawn from across all levels, sectors and location, and provides Council with a fair and transparent way of gathering member views, helping it make decisions in a considered and inclusive basis.
